Reducing Fire Incidents in Nigeria's Petroleum Facilities Through Fire Warden Certification
In response to the increasing incidence of fire outbreaks in petrol stations and petroleum depots (tank farms) across Nigeria, the Federal House of Representatives constituted an Ad-hoc Committee on the Relocation of Tank Farms and Petrol Stations from Residential Areas. The committee was established to investigate the causes of these incidents and recommend sustainable measures for improving safety within the petroleum downstream sector.
Mr. Okereke Chinedu Ukpola, Lead Consultant of Pilgrims Integrated Management Consult Ltd, served as Consultant to the Committee and played a key role in providing technical and strategic recommendations to support the committee's mandate. Among the major recommendations presented was the establishment of a mandatory Fire Warden Training and Certification Programme for personnel working in petrol stations and petroleum depots/tank farms nationwide.
Following the acceptance of this recommendation, Pilgrims Integrated Management Consult Ltd was appointed in 2020/2021 as the Lead Consultant to coordinate the training and certification of Fire Wardens across petrol stations and petroleum depots in Nigeria, in collaboration with the Federal Fire Service.
The programme focused on strengthening fire prevention awareness, emergency preparedness, fire risk assessment, evacuation procedures, and first-response firefighting capabilities within petroleum facilities. During the implementation phase, over 3,000 personnel from petrol stations and petroleum depots/tank farms across the country were successfully trained and certified as Fire Wardens.
The initiative has significantly enhanced safety consciousness and compliance with fire safety standards within the petroleum industry. Since the commencement of the programme, the frequency and severity of fire outbreaks in petrol stations and tank farms have reduced considerably, contributing to the protection of lives, property, critical infrastructure, and the environment.
The Fire Warden Certification Programme remains a notable example of how strategic policy recommendations, effective collaboration between government agencies and private sector consultants, and proactive safety training can deliver measurable improvements in public safety and risk management within Nigeria's petroleum sector.
